Born June 24, 1955 in Nuernberg, West Germany. Educated at Nixa public schools and graduated from Southwest
Missouri State University in 1977 with a B.S. Degree in Agricultural Business-Economics. Married to Debbie Neil,
June 5, 1976. Now married 24 years. They have two daughters: Lacey and Neeley. A farmer-cattle rancher. Member
of the St.Elizabeth Ann Seton Catholic Church.
First elected to the Missouri House of Representatives in 1992. First Democrat elected in Christian County since
1904. First leadership position from Southwest Missouri since 1955 serving as Speaker Missouri House Democrat.

Rep. Kreider is recognized as a leader among his colleagues in cutting taxes, improving education and supporting the state's vital agricultural economy. Some of his recent legislative accomplishments include expanding th Missouri Circuit Breaker Program for seniors, increasing the personal exemption, expanding the tax exemption for private pensions, cutting taxes on food, eliminating the franchise tax on small businesses and providing a tax credit for businesses that must renovate to comply with the Americans with Disabilities Act (ADA).
This past session Rep. Kreider sponsored the most comprehensive farm legislation in the country. Through this legislation, the state provided tax incentives for the formation of new age cooperatives for meat-packing, ethanol production and other crop processing plants. Rep. Kreider also introduced legislation allowing Missouri to join the proposed Southern Dairy Compact Association to help stabilize milk prices for Missouri's dairy farmers.
Rep. Kreider has also passed legislation that would: allow a "three strikes and out" law for repeat domestic violence offenders, limit the number of frivolous suits prisoners are able to bring against the state, limit the amount of taxes and fees the General Assembly can impose in any one year without a vote of the people, and protect Missourians' rights against managed care companies.
Rep. Kreider has received the American Police Hall of Fame award (1998), the Spirit of America award (1998), the Missouri School Boards Association Friend of Education award (1997), the Missouri Farm Bureau Friend of Agriculture award (1996-1998), and the Farm Family of the Year award (1992).

SB 675 - Amendment increased the dependency deduction from $400 to $1200 per child,
the first increase since 1946. Also expands the Missouri Circuit Breaker Program for seniors, giving them a credit
for property taxes. |
HB 1918 - Allows for a "three strikes and out" law for repeat domestic violence offenders.
HB 516 - Bill increases personal exemptions from $1,200 to $2,100 and increases the
additional head of household exemptions from $800 to $1,400.
Increases the corporate franchise tax from $200,000 minimum base to $1 million and completely exempts over 20,000
businesses from any franchise tax at all.
Allows individual income taxpayers, who are self-employed, to deduct the amount paid for health insurance for the
taxpayer, his or her spouse and dependents.
Increases the income tax exemption for public and private source pensions. Also creates an ADA tax credit for small
businesses to improve their facilities.
SB 14 - Authorizes a state income tax credit of up to two hundred dollars for amounts
spent by senior citizens on prescription drugs. The credit is refundable and the maximum amount may be taken by
taxpayers sixty-five years and older whose Missouri adjusted gross income is fifteen thousand dollars or less. |
HB 1265 - Establishes a program to aid poor and fast growing school districts. This
program provides schools with low interest loans to construct or improve buildings.
HJR 2 - This constitutional amendment will limit the maximum debt a school district
may incur with voter approval to an amount equal to fifteen percent of the value of taxable tangible property in
the district. |
